In light of ongoing budget and debt ceiling negotiations, Keith discusses a Convention for Proposing Amendments under the U.S. Constitution’s Article V, covering what an Article V Convention is and what it could do. After an overview of the Term Limits and Balanced Budget Article V Convention movements, he looks closer at the Convention of States Project’s three-topic plan and explains why this “solution” is nowhere near as big as the problem.
